Allow Moderator to lock down categories

It'd be great if some categories can only have ideas posted to them by a moderator. Under category edit, put a simple checkbox to enable this feature.

Do we envision the categories to be even visible to the "regular" users? Is this the same as "hidden" categories?

Yes, the categories would still show up under categories in the left nav, and ideas posted to the category would still show up for voting, but non moderator would not be able to place a new idea in this category.
